Can I connect endpoints that are outdoors to the NVT Phybridge PoLRE 24/48 (NV-PL-024/NV-PL-048)?

Yes, but it is recommended to have an outdoor rated IP Nema enclosure to protect the adapters from external factors like rain, dust, etc.
